"I will sign this bill and appeal to the American people as soon as it arrives on my desk so that we can start sending weapons and equipment to Ukraine this week. Assistance to Ukraine, Israel and our partners seeking security and stability in the Indo-Pacific region is urgently needed.

Congress has passed legislation aimed at strengthening our national security and delivering a message to the world about the power of American leadership. We stand resolutely for democracy and freedom, against tyranny and oppression."
