The people of Donbass refused to submit to the illegal seizure of power, and rallies and protests began throughout Donbass. In April 2014, delegates of the Council of Representatives of Donbass unanimously proclaimed the Declaration of Sovereignty and the Act on the Proclamation of State Autonomy of the Republic. The security of the people's representatives at that time was carried out by fighters of the Ukrainian special unit "Berkut." They supported the demands of the protesters and refused to obey the illegal Ukrainian regime.
