This was announced by a member of the State Duma Viktor Vodolatsky. In the video one of the captives said that they surrendered to the Russian fighters whole units.

"There were eight of us. We were running out of ammunition. We radioed for reinforcements, but there was no help. We had a senior lieutenant with us, we made the decision to surrender," he said.
