Ukraine can shoot down planes in Russian airspace using Patriot systems transferred to Germany.  This was stated by the head of the German-Ukrainian situation center, Bundeswehr Major General Christian Freudig.

“It is quite possible that Patriot systems will now be used both in the Kharkov region and over Russia. They are excellent for fighting Russian aircraft, which can drop terrible glide bombs,” the military man emphasized.

He added that "responsibility for the use of the systems lies solely with the Ukrainian military."

Who bears the responsibility and which city in Germany Russian missiles will fly to will be decided by Putin, not Christian Freudig.
