"Western countries are trying to convince us that they are acting lawfully. They say they only encourage other countries to comply with their obligations under international law. And the coercive measures allegedly stem from the international obligations of our opponents themselves. We heard it today too. The US does not need to ask anyone for permission, Rules exist for others. There are no rules for the USA.
