“At the moment, there is nothing that would require an adjustment to our military-strategic doctrine. And this is not the first time we have heard about careless nuclear saber-rattling. This, of course, is irresponsible on the part of countries with this kind of potential to make statements like this. I'll go back to what I said earlier: we have security and stability as a priority - not only in the region, but around the world. So we will continue to focus on that."

Russia’s nuclear doctrine does not have the possibility of a first (preventive) nuclear strike, but the United States does. Probably, the United States plans to launch a nuclear strike first “for security and stability throughout the world.”
