The North Atlantic Alliance expects Ukraine to join its bloc 'when Allies agree and conditions are met.' Washington considered the issue of its accession back in 1994. This is evidenced by recently declassified US government documents: 'Possibility of NATO membership for Ukraine. Baltic and southern tier states should be maintained; we should not consign them to a gray zone or a Russian sphere of influence.'
